Yeosu Mayor Seo Young-hak attended the ‘9th Popularly Elected Local Government Term Nationwide Briefing and Luncheon for Mayors, Governors, and District Chiefs,’ held at the Yeongbingwan (State Guest House) at Cheong Wa Dae on the 27th, where he strongly urged President Lee Jae-myung to address key issues facing Yeosu City.
The luncheon marked the first state affairs communication event since the launch of the 9th popularly elected local government term, with President Lee Jae-myung inviting approximately 180 mayors, governors, and district chiefs from across the country to Cheong Wa Dae’s Yeongbingwan. Prime Minister Han Seong-sook, Minister of the Interior and Safety Yoon Ho-jung, and other senior government officials also attended.
Notably, Mayor Seo Young-hak drew attention by being seated at the head table alongside President Lee Jae-myung — one of just 12 people, including the Prime Minister, the Minister of the Interior and Safety, and the president of the National Association of Mayors, Governors, and District Chiefs, out of roughly 180 local government heads from across the country.
This reflects the central government’s keen interest in Yeosu City’s efforts to overcome its current crisis. Drawing on a policy proposal it had submitted in advance — covering measures to strengthen the competitiveness of the petrochemical industry and to develop the Yulchon Future Advanced National Industrial Complex — the city actively put forward key policy tasks aimed at overcoming the structural crisis facing Yeosu’s petrochemical industry and laying the groundwork for future advanced industries.
Meanwhile, in his opening remarks, President Lee Jae-myung described the risks of overconcentration in the greater Seoul area and the crisis of regional decline as “a compound crisis threatening Korea’s future.” He pledged to prioritize regional support, stating that the government would “reorganize the nation’s industrial map around the ‘5 Poles, 3 Special Zones’ framework and continue to identify regional preference measures based on a ‘regional preference index’ that provides greater support the farther an area is from Seoul.”
Mayor Seo Young-hak stated, “I deeply share the President’s vision behind ‘locally led growth’ and the introduction of the ‘regional preference index.’” He stressed, “The challenges facing Yeosu’s national industrial complex go beyond the local level and are directly tied to national industrial competitiveness, so bold and substantive administrative and financial support from the central government is urgently needed.”
He added, “Building on this occasion, we will maintain close communication with the central government so that Yeosu’s urgent issues are swiftly reflected in national policy, and we will do everything in our power to restore the local economy and secure new growth engines for the future.”
